Does the account required for the Intel SCS addon for SCCM require log on locally permissions on the SCS server?

I am working on configuring Intel SCS 10 with SCCM 2012 R2.  I am referencing the Intel 2.1 addon guide, along with this MSDN guide.  I have created a service account for SCS to use.  Does this account need log onlocally permissions on the sccm\scs sever?  Page 45 number 12 does not specify.  I am getting "Failed to validate username and password" on this step because the account does not have log on locally permissions.
